Nov 21, 4. There is no way to remove it without using the console. With the console, I believe you should be able to open the console, click on the scrub to select it, and type"disable" in the console.
I've never used this on shrubs, but it's worked on everything else I've tried it on.
Nov 10, If it is items like from bushes (harvested flowers and such) you could just go store them somewhere, like any misc footlocker for example. I've already scrapped everything in my town that is scrapable. These bush/mounds aren't scrappable, they are like a random terrain element, you can't interact with them.
If any of you haven't tried it yet, or haven't played Fallout 3/NV, get the Tales of Two Wastelands mod for FNV. I have never tried FO3 up til I downloaded it and I've been having a blast playing it with NV mods. The console is a debugging tool in the Windows version of Fallout 4.
